Process_Step: All 1:24,000 and 1:63,360 quadrangles identified by the FWS as containing data were merged into one polygon. This polygon was trimmed to the International border and any areas identified as 'OUT' (out of the mapping project) or 'NP' (no photo) were clipped out of the polygon.
